Carole Excell

Carole Excell is a Senior Program Officer at Waverley Street Foundation. Throughout her time at Waverley Street Foundation, she has worked on expanding climate litigation to support communities, protecting climate activists, and advancing work on renewable energy.

With a background working on governance, environmental law, human rights, and equity, most of her early career was focused on ensuring communities have a right to a healthy environment and a seat at the table when decisions are made about natural resources. Before joining the Waverley Street Foundation, Carole acted as the Director of the Environmental Democracy Program at the World Resources Institute, where she published works on environmental democracy and polluter pay approaches. Before WRI, she worked supporting the implementation of Freedom of Information Laws and acting as legal counsel to the Government of Jamaica's environmental regulatory agency.
